63. Approval of draft Ordinance and Regulations for Degree Vocational Courses namely (i) Master of Physiotherapy, (ii) Master in Occupational Therapy, (iii) Bachelor in Ophthalmology, (iv) Bachelor in Prosthetic and Orthotic (v) Bachelor in Occupational Therapy, (vi) Bachelor of Audiology and Speech Language under Self financing Scheme (Regular Mode) of Magadh University, Bodh Gaya. Sub:- Approval of draft Ordinance and Regulations for Degree Vocational Courses namely (i) Master of Physiotherapy, (ii) Master in Occupational Therapy, (iii) Bachelor in Ophthalmology, (iv) Bachelor in Prosthetic and Orthotic (v) Bachelor in Occupational Therapy, (vi) Bachelor of Audiology and Speech Language under Self financing Scheme (Regular Mode) of Magadh University, Bodh Gaya.

                I am directed to invite a reference to your letter no. XM/29/15, XM/32/15, XM/36/15, XM/37/15, XM/34/15, XM/31/15, dated 14.04.2015 on the subject noted above and to say that the Advisory Committee in its meeting held on 22.07.2016 considered the Draft Ordinance and Regulation for Degree Vocational Courses namely (i) Master of Physiotherapy, (ii) Master of Occupational Therapy, (iii) Bachelor of Ophthalmology, (iv) Bachelor of Prosthetic and Orthotic (v) Bachelor of Occupational Theraphy, (vi) Bachelor of Audiology and Speech Language under Self financing Scheme (Regular Mode) of Magadh University, Bodh Gaya.

                The Committee after due consideration has observed the following:-

                1. University seeking approval of Hon’ble Chancellor for the courses which are extension of Medical Science and purely technical in nature concerned with the health and welfare of general public.

                2. University does not have its own department imparting teaching and training in all these subject under consideration.

                3. There is no faculty of medicine in Magadh University, Bodh Gaya thereby no technical expertise is available in the University for these Courses.

                4. Under such conditions, it is difficult to believe that how University is; going to maintain the required standard of teaching and training in these courses,

                5.            The rotatory internship, which is an integral part of these courses, can only be conducted in a Government teaching hospital.

                6. University did not submit any MOU/ permission of the Government to conduct rotatory internship in such hospitals. Thererefore University would not be in a position to meet this important requirement of the course.

      7. University has further mentioned that it proposed to include these courses under Faculty of Science, but in the Faculty of Science only courses of three years duration can be included as per the recent guidelines of the UGC.

                The Committee is unable to understand how a course of four and half years would be included under Faculty of Science.

                8. For these courses a few letters had been sent by the office of OSD(J) to seek clarification of above points but University did not took any interest in sending the proper clarification which are necessary to consider for approval of these courses.

                Therefore under the circumstances, the Advisory Committee of the unanimous opinion that these courses cannot be approved in the present form, therefore, they are being rejected in the absence of proper information. However, if University is really interested to run these courses, they can send fresh proposals for these courses removing the lacunae which have been mentioned above for consideration.

                In view of the aforesaid reasons, the Hon’ble Chancellor has been pleased to accept the recommendation of the Advisory Committee in this regard and rejected accordingly.
