Sub:- Clarification regarding promotion granted under Career Advancement Scheme (CAS).
UGC had notified vide Notification 1998 (clause 7.7.0), that requirement of participation in orientation/refresher courses/summer institutes, each of at least 3 to 4 weeks duration, and consistently satisfactory performance appraisal rports shall be mandatory requirement for Career Advancement Scheme from lecture to lecture (senior scale) to lecturer (selection grade).
It further provided “whenever the requirement of participating in Orientation/Refresher Courses is not fulfilled, the promotion would not be held up, but the required number of Orientation/Refresher Courses must be completed by the date notified by the UGC from time to time.
Financial benefits should be given by the University from the due date of promotion. However, he/she should not be given next promotion until he/she fulfils the condition of participation in the required number of Orientation/Refresher Courses.”
Accordingly, Statutes governing Universities of Bihar were amended to give effect to aforesaid provision so that employees of Universities of Bihar could get benefit under Career Advancement Scheme.
Representations have been received from some faculty members in this regard. They are seeking financial benefits and promotions from the date of fulfilling all the mandatory criteria except completion of orientation/refresher course.
In the event of Orientation/Refresher courses not being cpmpleted by the date notified by UGC from time to time (Dec. 2013) but were fulfilled later, it may be clarified,
(i) Whether financial benefits need to be given from the due date of

promotion and
(ii) Whether promotion is to be given from due date of promotion or from the date of completion of orientation/refresher course.
