Notwithstanding anything to the contrary as contained in the Statute,
qualification and procedure of selection of teachers and officers to be followed
by the Selection Committee under Section of teachers and officers to be followed
by the Selection Committee under Section-56(B) of the Patna University Act’ 1976
(as amended up-to-date) and Section 57(B) of the Bihar State Universities
Act’ 1976 (as amended up-to-date) will be as follows:-
1.
Selection Committee:
The Selection Committee as constituted under Section-56(1) of the Patna
University Act’ 1976 (as amended up-to-date) and Section-57(1) of the Bihar
State Universities Act’ 1976 (as amended up-to-date) shall perform respect of
selection for appointment to the post of teachers and officers (other than the
Vice-Chancellor, Pro-Vice-Chancellor, Registrar and the Dean of Faculty) of the
Universities the same function as far as possible as were assigned to the Bihar
State University (Constituent Colleges) Service Commission immediately before
passing of the Patna University(Amendment) Act, 2007 and the Bihar State
Universities (Amendment) Act, 2007. The posts of teachers and officers shall be
filled up by open advertisement on All India basis.
2.
Minimum qualification and pay scale for different categories of posts
of teachers and officers:-

(i) University
Professor
The minimum qualification required for the post of University Professor
shall be those as already prescribed in the relevant Statute/ Qualification
prescribed by the State Government and the University Grants
Commission/University/NCTE/ Bar Council of India/AICTE as the case may be (as
amended up-to-date).
(ii) Reader
The minimum qualification required for the post of Reader shall be those
as already prescribed in the relevant Statute/qualification prescribed by the
State Government and the University Grants Commission/University/NCTE/Bar
Council of India/AICTE as the case may be (as amended up-to-date).
(iii) Lecturer
The minimum qualification required for the post of Lecturer shall be those
as already prescribed in the relevant Statute/qualification prescribed by the
State Government and the University Grants Commission/University/NCTE/Bar
Council of India/AICTE as the case may be (as amended up-to-date).
3.
Merit list and reservation:-
The Selection Committee shall on the basis of career and interview,
recommend a panel of names in order of merit for appointment against substantive
vacancies notified by the University and such panel shall remain valid for a
period of one year from the date of recommendation. Subjectwise merit list shall
consist of twice the number of vacancies but the Selection Committee shall
recommend, in order of merit, only one name at the time of appointment against
one vacancy.
Provided that the Selection Committee shall recommend the names in the
merit list in conformity with the reservation roster prepared by the University
in accordance with the law relating to reservation in the appointment enforce in
the State.
4.
Quorum for the meeting of the Selection Committee.
Quorum for the meeting of the Selection Committee shall be 5 (five) in
which presence of at least 2 (two) experts shall be necessary.
5.
Appointment:
(a) Subject to the
provisions contained in the Patna University Act’ 1976 (as amended up-to-date)
and the Bihar State Universities Act’ 1976 (as amended up-to-date) as the
case may be, the appointment of teachers and officers of the University shall be
made by the Vice-Chancellor on the recommendation of the Selection Committee
constituted for the purpose.
(b) The
Vice-Chancellor shall be the Chairperson of the Selection Committee- constituted
for appointment of teachers and officers of the University.
6.
Composition of the Selection Committee for the post of Lecturer,
Reader and University Professor:
(i)
Subject to the provisions contained in the Patna University Act’1976 (as amended
up-to-date) and te Bihar State Universities Act’ 1976 (as amended up-to-date)
the three experts in the Selection Committee will be not below the rank of
University Professor.
(ii) Subject to
the provisions contained in the Patna University Act 1976 (as amended
up-to-date) and the Bihar State Universities Act’1976 (as amended up-to-date)
Head of the discipline (subject) concerned will not be below the rank of
Statutes

University Professor.
Provided that if Head of Deptt 19f the discipline (subject) concerned is
not available in the rank of University Professor, then the Vice-Chancellor
shall nominate Head of Deptt/Institution of the discipline (subject) concerned
of any other University not below the rank of University Professor.
7. (i) Composition of the Selection Committee for the post of the
Principal (Professor scale/ Reader scale) for multiple subject faculty colleges:
(a) Subject provisions contained in the Patna University Act’1976 (as
amended up-to-date) and the Bihar State Universities Act’1976 (as amended
up-to-date). all the three experts shall be in the rank of University Professor
and out of that at least one shall be the Vice Chancellor / Former Vice
Chancellor/Director/Principal of a constituent college.
The 3 (three) experts in the Selection Committee will be nominated by the
Vice-Chancellor from a panel of not less than 10 (ten) experts approved by the
Academic Council subject to the following conditions:
(i) All the three experts shall be from outside the University.
(ii) At least one expert should belong to SC/ST community.
(iii) At least two experts shall be from outside the State.
(b) Seniormost Head of the Head of the Deptt/seniormost Principal of
constituent college of concerned University in the rank of University Professor.
(ii) Composition of the Selection Committee for the post of the
Principal (Professor grade/Reader grade) for single subject faculty colleges:
(a)
Subject to the provisions contained in the Patna
University Act 1976 (as amended up-to-date) and the Bihar State Universities
Act’ 1976 (as-amended up-to-date), all the three experts of the discipline
(subject) shall be in the rank of University Professor and out of that at least
one shall be the Vice-Chancellor/Former Vice-Chancellor /Director/Principal of a
constituent college.
The three experts in the Selection Committee will be nominated by the
Vice- Chancellor from a panel of not less than 10 (ten) experts approved by the
Academic-
Council for each subject to the following conditions:
(i)
All the three experts shall be from outside the
University.
(ii)
At least one expert should belong to SC/ST community.
(iii)
At least two experts shall be from outside the State.
(b) Head of the Deptt of the discipline (subject)
concerned not below the rank of University Professor.
Provided that if the Head of the Deptt of the discipline (subject)
concerned is not available in the rank of University Professor then the
Vice-Chancellor shall nominate Head of the Deptt/Institution of the discipline
(subject) concerned of any other University not below the rank of University
Professor.
8: Composition of the Selection Committee for the post of Finance
Officer/ Budget & Accounts Officer:
(a) Subjectio to the provisions contained in the Patna University Act'1976
(as amended up-to-date) and the Bihar State Universities Act' 1976 (as amended
up-to-date), out of the three experts, to be nominated by the Vice-Chancellor,
at least one of them shall be from the Indian Audit & Accounts Services of not
below the rank of Deputy Accountant General and at least one of them shall be a
senior Professor of

the Economics/Commerce discipline.
(b) Head of the Deptt. of Economics/Commerce/Statistics in the rank of
University Professor.
Provided that if The Head of the Deptt of Economics/Commerce/Statistics is
not available in the rank of University Professor, the Vice-Chancellor may
nominate Head of the Deptt of Economics/Commerce/Statistics of any other
University.
9. Composition of the Selection Committee for the post of University
Librarian/ Deputy Librarian/Asstt Librarian:
(a) Subject to the provisions contained in the Patna University Act' 1976
(as amended up-to-date) and the Bihar State Universities Act' 1976(as amended
up-to-date), out of the three experts shall be in the rank of University
Professor.
The three experts in the Selection Committee will be nominated by the
Vice-
Chancellor subject to the following conditions
(i) All the three experts shall be from outside the University.
(ii) At least one expert should belong to SC/ST community.
(iii) At least two experts shall be from outside the Stale
(b) Seniormost Dean of the University concerned.
10. Composition of the Selection Committee for the post of
Medical Officer:
(a) Subject to the provisions contained in the Patna University Act'1976
(as amended-to-date) and the Bihar State Universities Act’1976 (as amended
up-to-date), all the three experts shall be in the rank of University Professor.
The 3 (three-experts in the Selection Committee will be nominated by the
Vice-Chancellor subject to the following conditions :
(i) All the three experts shall be from outside the University.
(ii) At least one expert should belong to SC/ST community.
(iii) At least two experts shall be from outside the State
(b) Senior Professor/Principal of Medical College of the University in the
rank of University Professor.
Provided that if the Senior Professor/Principal of the Medical College of
the University is not available in the rank of University Professor, the
Vice-Chancellor shall nominate Senior Professor/Principal of any other Medical
College of other University of not below the rank of University Professor.
11. Composition of the Selection Committee for the post of University
Engineer :
(a) Subject to the provisions contained in the Patna University Act’1976
(as amended up-to-date) and the Bihar State Universities Actp’1976 (as amended
up-to-date), all the three experts shall be in the rank of University
Professor/Superintending Engineer.
The 3 (three) experts in the Selection Committee will be nominated by the
Vice-Chancellor subject tome following conditions;
(i) All the three experts shall be from outside the
University.
(ii) At least one expert should belong to SC/ST community.
(iii) At least two experts shall be from outside the State.
(b) Seniormost Professor of discipline/subject concerned/Director. NIT of
the State/Principal of Government Engineering College of the State in the rank
of

University Professor.
Provided that if the Seniormost Professor of discipline (subject)
concerned/ Director, NIT of the State/Principal of Government Engineering
College of the State is not available in the rank of University Professor, then
Director of any NIT/Principal of any Government Engineering College/Director,
WIT in the rank of University Professor
12. Composition of the Selection Committee for the post of Inspector
of Colleges/Controller of Examinations/Deputy Registrar/Assistant Registrar:
(a) Subject to the provisions contained in the Patna University Act' 1976
(as amended up-to-date) and the Bihar State Universities Act’ 1976 (as amended
up-to-date), all the three experts shall be in the rank of University Professor.
The 3 (three) experts in the Selection Committee will be nominated by the
Vice-Chancellor subject to the following conditions:
(i) All the three experts shall be from outside the University.
(ii) At least one expert should belong to SC/ST community.
(iii) At least two experts shall be from outside the State.
13. Division of marks:
(1) The Selection Committee, as far as possible, shall divide the marks on
career and interview in the ratio 80% : 20%. The 80% marks on career shall
preferably be divided subjectwise in the following proportion:—

Revised Statute prescribing qualification and procedure for selection
of teachers including Principals for Affiliated Colleges no maintained by State
Government as contemplated under Section 57 (B) of the Bihar State universities
Act, 1976 BSU-23/2008-2177/GS(1) dated 30.06.2008.

Universities Act' 1976 (as amended up-to-date) will be as follows:-

Colleges (including deficit aided colleges), the same function as far as
possible as were assigned to the Bihar College Service Commission immediately
before passing to the Bihar State Universities (Amendmet) Act' 2007. The posts
of teachers including Principals shall be filled up by open advertisement on All
India basis.
2. Minimum qualification and pay scale for different
categories of posts of teachers and officers:
(i) University Professor

6. Composition of the Selection Committee
for the post of Lecturer, and Principal :
(i) Subject to the provisions contained in the Bihar State University
Act'1976 one member to be nominated by the Vice-Chancellor who will be the
Chairman of the Selection Committee.
(ii) 3 (there) experts not connected with the college, preferably form
outside the University, will be nominated by the Vice-Chancellor from the panel
of not less than 7 (seven) names proposed by the management of the college out
of which one member should belong to the Scheduled Caste/Scheduled Tribe
category.
(iii) Subject to the provisions contained in the Bihar State Universities
Act' 1976 and the Statute made thereunder, all the three experts of the
concerned subject shall be in the rank of University Professor.
(iv) 2 (two) members be nominated by the management of the college.
(v) Principal of the College.
Provided that if Principal of the College is not available, then the Dean
of the Facuity concerned shall be nominated by the Vice-Chancellor.
Further provided that in case of appointment of the Principal of an
Affiliated College, the seniormost Principal of the University shall be one of
the members of the Selection Committee.
7. Division of marks :
(1) The Selection Committee, as far as possible, shall divide the marks on
career and interview in the ratio 80% : 20% The 80% marks on career shall
