7. Statutes relating to Mode of Appointment, Pay Scales and Qualifications for the Post of Teachers of Affiliated Degree College in the Faculties of Arts, Science & Commerce [No. 1223-GS (1) dated 24.4.1978].

(As approved by the Chancellor vide Letter No. 1223 G.S. (1) dated 24-4-78).

The posts of teachers of affiliated Degree college shall be filled up by open advertisment. The pay scales and qualifications for these posts shall be as follows :�

 (1) Lecturer: Pay scale-700-40-1100-50-1300-Assessment-50-1600.

MINIMUM QUALIFICATION

 (a) A consistently good academic record with 1st or high 2nd class at the Master's degree in the relevant subject, or an equivalent degree of a foreign University, and (b) a M.Phil. degree or recognized Degree beyond the Master's level published work indicating the capacity of a candidate for independent research work:

Provided that if a candidate possessing the qualification as at (b) above is not available or not considered suitable, the college, on the recommendation of the Commission, may appoint a person possessing a consistently good academic record on the condition that he will have to obtain a M.Phil. degree or a recognized Degree beyond the Master's level within five years of his appointment, failing which he will not be able to earn future increments till he obtains that degree or give evidence of equivalent published work of high standard:

 Provided further that the qualification for a lecturer in Music, Home Science and other subjects given below shall be as follows:-

(i) Lecturerin Music : Essential-Degree or Diploma in Hindustani, Karnatak, Western (Vocal or Instrumental) music, as may be specified, of a recognized institution of repute.

Desirable

1.         Bachelor's degree in any faculty.

2.         Experience of giving recitals on Radio and in Music Conferences.

3.         Teaching experience.

4.         Knowledge of Hindi.

(ii) Lecturer in Home Science : At least second class Master's degree in Home Science or a M.B.B.S. degree or Master's degree in any allied subject plus(l) a degree or diploma in Home Science of a recognized University or(2) Bachelor's degree with Home Science or Domestic Science as an optional subject.

(iii) Lecturer in Language Subject : in which no University has so far offered any course leading to the Master's degree in the subject. At least a high second class Master's degree in the Faculty of Arts with proficiency in the language concerned, preferably with some publication to his/her credit.

 1[Provided that in case candidates belonging to S.C. and S.T. possessing high Second class Degree at Master's stage for the post of Lecturers are not available in sufficient number and if the candidate interviewed are found otherwise suitable, the Selection Committee may recommend to the Chancellor for relaxation of the requirement of his second class Master's Degree and the Chancellor may relax the requirement of high Second Class Master's Degree to bare Second Class Master's Degree for the appointment to the posts of lecturers.)

(2) Principal : Pay scale Rs. 1200-50-1300-60-1900 plus rent free quarters or 10% of salary in lieu thereof.

MINIMUM QUALIFICATION

A first or high second class Master's degree or equivalent degree of foreign University with consistently good academic record and not less than twelve years teaching experience, at least as a lecturer, in a Degree College/University Department.

(3) The existing lecturers in the degree college who have obtained the above scale of pay but do not possess the qualifications laid down above shall be required to obtain the prescribed qualifications within five years from the date of assent of the Statutes. If they are unable to do so during this period they shall not be allowed any future increment till they have satisfied this condition.
