l. The Academic Council shall recommend to the Syndicate the institution
of
a College or a University Department or an Institute by the University. The
Academic
Council shall draw up a complete scheme of the subjects which the College
or the University Department or the Institute will undertake to teach and

also the standard up to which the teaching shall be conducted and all the
requirements including the teaching staff.
2. The Syndicate shall obtain the opinion of the Finance Committee on the
financial aspects of the proposed scheme. After obtaining the opinion of the
Finance Committee, the Syndicate shall examine the Scheme as drawn up by the
Academic Council and forward the same to the Senate with its own
recommendations.
3. The Senate, after considering the schemes of the Academic Council and
the report of the Finance Committee and the recommendation of the Syndicate
shall approve, modify or reject the scheme as it think fit.
4. If the Senate approves the scheme in the original or in a modified
form, then the question shall be referred to the Chancellor with all the
proceedings of the Academic Council, the Syndicate and the Senate relating
thereto and the Chancellor shall approve the scheme or refer it back for
reconsideration by the Senate, as he
5. If the Chancellor approves the scheme, then it shall be deemed to have
been finally sanctioned .and the College or the University Department or the
Institute shall be started from the date decided by the Syndicate for the
purpose.
