(I) Transfer on academic grounds
(i) Generally all transfers should be made in the academic interest of the
University i.e. for ensuring better teaching, research and other academic
activities.
(ii) Transfer to P.G. Departments should be made on the basis of academic
records, research work and publications, teaching experience and over all
reputation as a subject specialist.
(iii) Transfer to College should also be done keeping in view the
requirement of the Institution and the relative qualification and merit of the
teacher to be transferred there, so that a more qualified and senior teacher
should be considered for posting in a relatively more important colleges from
the point of view of teaching and other facilities, available in the
Institution.
(iv) Transfer to the post of Head of Department should be generally done on the
basis of seniority and academic distinction.

(v) No transfer of permanent teacher shall be allowed against a temporary
post and vice-versa. The question of transfer against an unsanctioned post
should never arise.
(vi) Generally transfer should be made at a time which will ensure least
dislocation to the teaching programme in the College and University.
(II)Transfer on compassionate grounds
On an extreme compassionate ground transfer could take place. These ground
could be :
(a) In order to facilitate the husband and wife to live together, in case
both are employed either in the University or in separate establishment one
being in the University, and
(b) Any other ground of extreme compassion which shall not include looking
after parents or relations, being at or near home town, looking after family
property etc.
(III)Transfer on administrative grounds
There can be transfers on purely administrative reasons. Such transfers
may include disciplinary and other cases, in which the University may consider
shifting of certain teachers necessary for better academic discipline and
atmosphere. In ordering transfers under such categories, the University need not
specify the reason for such transfer. In such cases it shall be incumbent on the
part of the concerned teachers to carry out the orders first. If they feel
aggrieved by such transfers, they could represent subsequently. In such matters
the decision of the Chancellor shall be final and no appeal thereafter shall
lie.
